Eligible to Apply:

• Foreign nationals who did not attend high school in Turkey or the TRNC
  (Exception: Foreign students enrolled in embassy schools or international private institutions ("Milletlerarası Liseler") listed in MOBİS are still eligible to apply.)

• Blue Card holders and individuals who have renounced Turkish citizenship,
  provided they did not attend high school in Turkey or the TRNC

• Dual nationals who did not attend high school in Turkey or the TRNC

• Turkish citizens who completed their entire high school education abroad

• TRNC nationals who meet the GCE AL or TR-YÖS requirements

Not Eligible to Apply:

• Turkish citizens who completed high school in Turkey or the TRNC

• Dual nationals who completed high school in Turkey or the TRNC

• Foreign nationals who completed high school in Turkey or the TRNC
  (Exception: Foreign students attending embassy schools or international private high schools ("Milletlerarası Liseler") — this exception applies to foreign nationals only.)

• Turkish citizens who attended foreign or embassy high schools located in Turkey

• TRNC nationals who do not meet the GCE AL or TR-YÖS exemption requirements
